(II) Participating Departments and Responsibilities
The county fire and rescue brigade: As the core force in fire fighting, it is responsible for formulating and implementing the fire-fighting operation plan. Proficient in using professional equipment such as high-pressure water guns and wind-powered fire extinguishers to quickly control the spread of the fire, put out open flames, and clean up the fire scene after the fire is extinguished to prevent re-ignition.
Emergency Management Bureau: Responsible for comprehensively coordinating various resources, organizing fire monitoring work, and using ground monitoring points and other means to grasp the development trend of the fire in real time, providing decision-making basis for the command center.
The County Forestry and Grassland Bureau: Responsible for planning isolation belts based on terrain and vegetation distribution, guiding the excavation work of isolation belts, and ensuring the effectiveness of isolation belts. At the same time, an ecological assessment report should be completed within three days after the drill, analyzing the impact of the fire on the ecological environment and putting forward suggestions for ecological restoration.
The traffic police detachment of the county public security Bureau: responsible for traffic control in the drill area and the surrounding roads, setting up traffic warning signs, guiding passing vehicles, and ensuring the smooth passage of rescue vehicles and personnel. Set up a cordon area at the drill site to prevent unauthorized personnel from entering, ensure the safe conduct of the drill, and assist in evacuating the surrounding residents.
The County Health Commission and the People's Hospital: Form professional medical rescue teams, carry emergency medicines and equipment, and stand by near the drill area. For those who were "injured" during the drill, on-site first aid treatment was provided, such as cardiopulmonary resuscitation, bandaging and hemostasis, etc., and the seriously injured were promptly transferred to the hospital for further treatment.
The county meteorological bureau: Set up meteorological monitoring equipment at the drill site and surrounding areas to monitor meteorological data such as wind direction, wind speed, temperature and humidity in real time, and promptly transmit the data to the general command center. Based on meteorological changes, provide meteorological warning information to offer meteorological support for fire fighting and personnel safety.
The Government of Jiazhulin Town and the fire-fighting team: As the first response force in the early stage of a fire, they are responsible for promptly detecting and reporting the fire situation. Under the premise of ensuring their own safety, they will use existing equipment (such as fire motorcycles, etc.) to carry out initial fire suppression. Organize and guide local villagers to cooperate with the drill work, assist in evacuating the masses, and maintain order at the scene.
The Publicity Department of the County Committee: Responsible for the public opinion control during the drill process, closely monitoring the public opinion dynamics on social media, online forums and other platforms, promptly responding to social concerns, and preventing the spread of false information. In accordance with the requirements of the general command center, information related to the drill will be uniformly released, and knowledge on forest and grassland fire prevention and control as well as the achievements of the drill will be publicized.
II. Background and Scenario Settings of the Drill
(I) Background simulation: In the No. 5 afforestation area of the North and South Mountains in Longba Village, Wola Community, it is possible that a fire broke out among the roadside weeds due to passers-by carelessly discarding cigarette butts. Due to the dense vegetation, dry climate and strong wind in this area at that time, the fire spread rapidly to the hillside, posing a serious threat to the surrounding villages and artificial forest areas.
(II) Core Objectives.
1. Enhance emergency response capabilities. By simulating forest and grassland fire scenarios, emergency management departments, fire brigades, relevant towns and other participating units and personnel can become familiar with the fire emergency response process, including all aspects such as fire discovery and reporting, command and coordination, fire fighting and suppression, personnel evacuation, and medical rescue, thereby enhancing the practical combat capabilities and collaborative combat levels in dealing with forest and grassland fires.
2. Test the feasibility of the emergency response plan. Conduct practical tests on the emergency response plan to identify problems and deficiencies within it, such as whether the responsibilities of each department are clearly defined, whether the allocation of emergency resources is reasonable, and whether communication and liaison are smooth, so as to revise and improve the plan and enhance its scientificity, practicality and operability.
3. Enhance safety awareness. Publicize the importance and relevant knowledge and skills of forest and grassland fire prevention and control to the broad masses of cadres and the public, enhance the public's awareness of fire prevention and self-protection ability, create a favorable atmosphere for the whole society to participate in forest and grassland fire prevention and control work together, and reduce the possibility of fires from the source.
4. Break in the collaborative and interactive mechanism. Promote the collaborative cooperation among multiple departments such as emergency management, forestry, fire control, public security and medical care, enhance communication and coordination among departments, establish and improve an efficient emergency response linkage mechanism, ensure promptly response and close collaboration when an actual fire occurs, form a powerful working synergy, and effectively control and extinguish the fire.
5. Protect the ecological environment and the safety of people's lives and property. Minimize the damage of forest and grassland fires to the ecological environment to the greatest extent and protect forest and grassland resources. At the same time, it is necessary to safeguard the lives and property of the people, reduce the losses caused by fires, and maintain social stability and sustainable economic development.
6. Train the emergency response team. Provide practical training opportunities for emergency rescue teams, enhance their professional skills and ability to handle complex situations, cultivate their qualities of rapid response, scientific decision-making and effective handling, and build an emergency rescue team that can be called upon at any time, fight upon arrival and win every battle.
III. Detailed Drill Procedures
Phase One: Drill Initiation and Preparation (10:00-10:30)
The general command center of the drill was set up in the safe area near Longba Village, Wola Community, Jiazhulin Town to simulate a fire. The participating teams gathered at the designated location and were on standby. Various rescue equipment was placed on the spot, and clear drill signs and safety warning signs were set up around.

This drill simulates an extreme situation where an initial fire escalates into a forest or grassland fire, with the fire spreading rapidly and the situation being complex." At present, the forest and grassland resources in Gongga County are facing severe threats. To effectively enhance our county's ability to deal with such disasters, test and improve the emergency response plan, and coordinate the multi-departmental collaborative operation mechanism, so as to truly ensure the safety of people's lives and property and the stability of the ecological environment, this emergency drill is specially organized. Please give instructions!

Deputy Commander Zhang Haiqiang: "Thank you, County Magistrate Pingcuo, for pointing out the direction for this drill. It has made us deeply realize the significant meaning of this drill in ensuring the safety of the county's forests and grasslands and safeguarding the lives and property of the people." This drill is a test of our forest and grassland fire emergency response plan and also a preparation for the scientific response to possible fires. Everyone must regard this drill as a real combat and abandon all complacent thoughts. During the drill, all units must strictly follow the duties and procedures stipulated in the emergency response plan. In case of any unexpected situation, they should respond calmly and report it in a timely manner. Especially on the issue of safety, there must be no slackness in the slightest. The life safety of every participant must be ensured.
On-site commander (Sonu Zaxi) : "Attention, all participating units!" This drill simulated extreme situations of forest and grassland fires, requiring all departments to strictly follow the "Gongga County Forest and Grassland Fire Emergency Plan" to ensure personnel safety. Now, all units are requested to report on the preparation status!
Fire and Rescue Brigade: "Report to the Chief Commander!" Ten members of the fire brigade, one fire engine and two high-pressure water trucks have been in position!

Meteorological Bureau Notice: Report to the Chief Commander! Real-time wind direction and speed (simulating a 3-4 level east wind and a temperature of 18℃).
Jia Zhulin Town: "Report to the Commander-in-chief!" Twenty emergency rescue personnel from Jiazhulin Town, carrying fire extinguishers, shovels, torches and other equipment, are in position and ready to follow instructions at any time.
North and South Mountain Afforestation Area No. 5 Command Post: "Report to the Chief Commander!" Twenty emergency rescue personnel, equipped with wind-powered fire extinguishers, buckets and other equipment, are in place and ready.

Phase Two: Initial Grassland Fire Suppression (10:30-10:50)
[Plot] A simulated scene: A villager forest ranger was patrolling in the No. 5 afforestation area of the North and South Mountains when he discovered a fire. The fire spread to the slopes, and thick smoke rose up, threatening the surrounding villages and the ecological forest area. The forest ranger immediately used a fire motorcycle to put out the fire on the spot. Unfortunately, the fire was too big to be extinguished. The forest ranger immediately reported it to the town government.

I have called the fire department 119. The fire brigade is on the way to rescue." According to the forest ranger's report again, the area affected by the fire has exceeded 2 hectares. Phase Three: Emergency Response (10:50-11:10)
Upon receiving the report, the county Safety Committee's commander-in-chief immediately initiated a level IV emergency response for forest and grassland fires, requiring all units to form working groups in accordance with the forest and grassland fire emergency plan and rush to the scene immediately. He also assigned the on-site commander-in-chief to Jiazhulin Town to establish an on-site command center.
On-site Commander (Sonu Zaxi) : "Report to the Chief Commander that a fire has been discovered in the No. 5 area of the North and South Mountain Forest in Longba Village, Wola Community, Jiazhulin Town. The fire is very large and the affected area has exceeded 2 hectares." According to the "Forest and Grassland Fire Emergency Plan" of our county, it is recommended to activate the Level IV (4) response. Please give instructions!

[Plot] In response to this emergency response, the county Safety Committee Office, in accordance with the instructions of the commander and the functions and responsibilities stipulated in the emergency plan, immediately established on-site working groups, which are divided into six on-site working groups: the Comprehensive coordination Group, the rescue and Relief Group, the Medical Assistance Group, the monitoring and assessment Group, the Social Security Group, and the news Reporting Group. The leading persons of each group report to the on-site commander on the responsibilities and work preparations of each group.

Comprehensive Coordination Group: Led by the County Emergency Management Bureau and composed of units such as the Forestry and Grassland Bureau, the Comprehensive Coordination Group is responsible for on-site comprehensive work, supervising the implementation of tasks, coordinating earthquake relief efforts, and dispatching and summarizing disaster information. Currently, there are 10 people in this group, and all relevant preparations have been completed. The report has been finished.

Emergency rescue Team: Led by the fire brigade and composed of units such as Jiazhulin Town, the emergency rescue team is responsible for organizing disaster relief and rescue operations, allocating rescue teams and equipment, searching and rescuing trapped and injured people, assisting the safe evacuation or transfer of disaster-stricken residents, and organizing and conducting fire-fighting work. There are actually 30 people in this group. Two fire engines have been dispatched and are on standby at all times. The report is complete.

Medical Assistance Team: The medical assistance team is led by the County Health Commission and composed of the County Health Service Center and other units. It organizes the formulation of medical treatment and assistance plans, dispatches medical and health rescue teams, and is responsible for the on-site treatment, transfer, and admission of the injured to the hospital. At present, one ambulance and four medical rescue personnel have been prepared. The report is complete.

Monitoring and Assessment Team: The monitoring and assessment team is led by the County Forestry and Grassland Bureau and composed of units such as the Meteorological Bureau and the Emergency Management Bureau. It is responsible for monitoring disaster information and conducting post-disaster assessment, especially for changes in wind direction and wind level at the fire scene, to remind on-site rescue personnel to safely and promptly evacuate the people affected by the fire. At present, there are 10 people in this group. The report is complete.

Social Security Group: Led by the County Public Security Bureau and with the cooperation of Jiazhulin Police Station, the Social Security Group is responsible for the public security management and security protection work in the disaster-stricken area. It strengthens the protection of key areas, key places, key groups, and important materials and equipment, severely punishing criminal and illegal acts that endanger disaster relief, and summarizes and reports the situation of social security maintenance. News Reporting Team: The news reporting team is led by the Publicity Department of the County Committee and composed of the Cyberspace Administration of the County Committee, the County Radio and Television Bureau, the County Media Convergence Bureau and other units, organizing the release of disaster information and earthquake relief information. Guide the publicity and reporting of earthquake relief efforts, strengthen the collection and analysis of public opinions, and manage public opinion correctly. There are actually five people present in this group.

Phase Four: Emergency Response and Handling of Unexpected Incidents (11:10-11:30)
After the emergency response was initiated, in accordance with the work arrangement, each working group carried out emergency handling work in an orderly manner. To deal with possible emergencies in a timely manner, the on-site command center began to coordinate the rescue situations of each on-site working group.
On-site Commander (Sonu Zaxi) : "All teams are requested to rush to the scene promptly and start the fire-fighting and rescue operation immediately. If there are any difficulties or problems, report them to the command center in a timely manner. During the fire-fighting process, pay special attention to the safety of personnel."

[Plot] During the firefighting process, a rescue worker fell into a "suffocated coma" (simulated dummy) due to inhaling a large amount of thick smoke. The fire rescue personnel immediately carried the injured person out of the fire scene and transferred them to a place with fresh air flow to hand over to the medical rescue personnel for treatment. After diagnosis, the injured person had suffered cardiac arrest. The medical rescue personnel immediately performed cardiopulmonary resuscitation on the injured person. After rescue, the heartbeat was restored. Immediately send the patient to an ambulance for transfer to the hospital for treatment.
Phase Five: Response Completion and Post-Processing (11:30-12:00)
After the joint efforts of all member units in the early stage, the fire-fighting and disaster relief work was basically completed, and the living order in the disaster-stricken area was basically restored. The emergency response activation agency terminated the emergency response in accordance with the procedures.
On-site Commander (Sonu Zaxi) : Report to the Chief Commander. Currently, the fire scene has been basically extinguished. The county fire brigade is conducting the work of extinguishing and screening the remaining fire. The emergency transfer and resettlement of the affected people have been basically completed. The living order in the disaster area has been basically restored. The conditions for the end of the emergency response are met. It is recommended to announce the termination of this Level IV emergency response.
Commander-in-chief (Ping Cuo) : Alright, I now declare the termination of the level IV (4) emergency response for the forest and grassland fire. Please have all member units properly handle the aftermath, conduct investigations and assessments of the grassland fire disaster, and carry out recovery and reconstruction work in the disaster-stricken areas. After the emergency response was over, all member units actively carried out aftermath handling work. Departments such as the County Emergency Management Bureau, the County Forestry and Grassland Bureau, the County Development and Reform Commission, the County Natural Resources Bureau, and the County Ecological Environment Bureau conducted in-depth investigations into the affected area, the number of casualties, the extent of infrastructure damage, and the degree of environmental impact, and organized experts to carry out disaster loss assessments. The county people's government promptly organized the formulation of the post-forest fire recovery and reconstruction plan. In accordance with the post-disaster recovery and reconstruction plan and the level of economic and social development, the post-disaster recovery and reconstruction in the disaster-stricken areas should be organized and implemented in a planned and step-by-step manner. Relevant departments (units) such as the county committee and the county government should provide support and guidance for the recovery and reconstruction in the disaster-stricken areas, and at the same time actively strive for the support of relevant departments at higher levels.
After some time, the reconstruction work was carried out smoothly, and then Longba Village in Wola Community resumed its normal life order.
