I. Background of Compilation
Emergency management work is closely related to the safety of people's lives and property, as well as economic development and social stability. The period of the 14th Five-Year Plan is a crucial time for fully promoting the modernization of the emergency management system and capacity after the institutional reform. It is also a key period for Wangcheng District to vigorously implement the "Three Highs and Four New" strategy and strive to build a modern new Wangcheng District. Scientifically formulating the "14th Five-Year Plan" for emergency management and work safety in Wangcheng District is of great significance for promoting the modernization of the emergency management system and capacity, accelerating the formation of a new development pattern featuring coordinated development along both banks of the river, coordinated progress of the park and the three zones, reasonable zoning of the four major functions, and high-level alignment of the three major strategies, as well as for building a smart Wangcheng.
In accordance with the requirements of the provincial, municipal and district "14th Five-Year Plan" compilation work, the Emergency Management Bureau of Wangcheng District took the lead in organizing the compilation of the "Wangcheng District '14th Five-Year Plan' Emergency Management and Work Safety Plan" (hereinafter referred to as the "14th Five-Year Plan"). To do a good job in the relevant work, after consultative negotiations, Hunan Hanzhou Safety Technology Co., Ltd. won the bid and was responsible for compiling the "14th Five-Year Plan". Since the launch of the "14th Five-Year Plan" for emergency management and work safety in the entire district in November 2020, the overall progress has been smooth. The following is a report on the compilation of the "14th Five-Year Plan".
II. Compilation Process
In November 2020, the compilation work of the "14th Five-Year Plan" for emergency management and work safety in Wangcheng District was officially launched. From November 2020 to December 2020, the "List of Basic Data Requirements for Emergency Management and Work Safety Planning in Wangcheng District during the 14th Five-Year Plan Period" was formulated (including the realization of the main goals of each relevant department and related units of the Wangcheng Emergency Management Bureau during the 14th Five-Year Plan period, as well as the development goals, main tasks, key construction projects and guarantee measures for the implementation of the plan during the 14th Five-Year Plan period) In terms of construction and other aspects, the Wangcheng Emergency Management Bureau organized and held a coordination meeting for the compilation of the "14th Five-Year Plan", collected basic data from relevant departments and units, strengthened the analysis and research on major issues of overall, forward-looking and strategic significance, and successively went through stages such as preliminary research, formation of the basic framework, and drafting of the text. In March 2021, I attended a meeting organized by the District Development and Reform Commission on the completion of key indicators for the "13th Five-Year Plan" and the deployment of main indicators for the "14th Five-Year Plan", and connected with the main indicators of the District Committee. In March 2021, in accordance with the provincial department's "Letter on Doing a Good Job in the Connection of Core Indicators of the '14th Five-Year Plan' for the Construction of the Emergency Management System in Hunan Province", the core indicators of the plan were connected. Meanwhile, the compiling unit submitted the first draft. From March 2021 to April 2021, we successively solicited revision suggestions and opinions from various departments and relevant units within the Wangcheng Emergency Management Bureau in the form of email letters, and revised the draft several times. From May 2021 to August 2021, in accordance with the changes and revisions in the "Work Safety Law of the People's Republic of China", the "14th Five-Year Plan for Emergency Management System of Hunan Province", and the "14th Five-Year Plan for Emergency Management and Work Safety of Changsha City", the compilation team actively ensured the connection between the plans at different levels and revised and improved the "14th Five-Year Plan", forming the expert review draft of the plan. On October 9, 2021, a review meeting was held at the District Emergency Management Bureau. After careful discussion, it was unanimously agreed that the format of the plan was standardized, the content was complete, the proposed work goals were in line with reality, and the key construction projects were targeted. It was agreed that the plan passed the review. After the meeting, in light of the review opinions, the compiling unit further revised and improved the plan.
III. Basis for Compilation
The overall framework and thinking of the "14th Five-Year Plan" of the Ministry of Emergency Management, provincial departments and Changsha City, as well as the overall planning and deployment of the CPC Wangcheng District Committee and the Wangcheng District Government, give full play to the professional theoretical advantages of the planning compilation team and the practical experience of administrative organs, adhere to the combination of seeking the long term and being based on reality, be realistic, and pay attention to doing well in the "five connections" during the planning compilation process:
The first is to connect with laws and regulations. Based mainly on relevant laws and regulations such as the "Work Safety Law of the People's Republic of China", the "Law of the People's Republic of China on Responding to Emergencies", and the "Measures of Hunan Province for the Implementation of the Law of the People's Republic of China on Responding to Emergencies", the "14th Five-Year Plan" should be effectively connected with it.
Second, it is in line with the development positioning requirements of the district committee and the district government for the entire district. In accordance with the various strategic deployments and development trends proposed in the "Outline of the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 of Wangcheng District, Changsha City", the "14th Five-Year Plan for Emergency Management and Work Safety of Changsha City", and the government work report, the "14th Five-Year Plan for Emergency Management and Work Safety of Wangcheng District" should reflect the overall positioning of Wangcheng District and make it Provide strong support for Wangcheng to vigorously implement the "Three Highs and Four New" strategy, promote high-quality development, and strive to build a modern new Wangcheng.
The third is to be in line with the 13th Five-Year Plan. Comprehensively review the completion of the main goals and tasks since the 13th Five-Year Plan, deeply analyze and summarize the main highlights of the city's work, and provide a basic basis for formulating the 14th Five-Year Plan.
The fourth is to be in line with the internal and external special plans. Strengthen the connection with the "14th Five-Year Plan for National Emergency Management System Construction" issued by the Ministry of Emergency Management, the "14th Five-Year Plan for Emergency Management System of Hunan Province" and the "14th Five-Year Plan for Emergency Management and Work Safety of Changsha City" issued by provincial departments, and enhance the connection with the "14th Five-Year Plan" special plans of relevant units, so as to ensure that the planning compilation work is carried out as a unified whole.
The fifth is to be in line with key construction projects. We should do a good job in planning, sorting out and coordinating key construction projects, strive for more projects to enter the "14th Five-Year Plan" cage, and support the realization of the goals and tasks proposed in the plan with solid projects.
IV. Basic Framework
The 14th Five-Year Plan consists of six parts: review of the main work during the 13th Five-Year Plan period, challenges and opportunities faced, overall thinking, main tasks, key construction projects, and safeguard measures. Among them:
Part One: Review of the Main Work during the 13th Five-Year Plan Period. It mainly elaborates on the completion of the main goals and tasks during the 13th Five-Year Plan period, including four aspects:
(1) In terms of the safety production responsibility system. (2) In terms of the safety risk prevention and control system. In accordance with the regulatory requirements of classification and grading, a dynamic safety risk assessment system for the entire district has been established. Dynamic investigations and identifiers of safety risks in public areas have been organized and carried out, safety risk levels have been determined, and control levels, responsible units, responsible persons and control measures have been clearly implemented. Risk announcements and major risk warning announcements have been released through wechat official accounts, official websites, news media and other platforms. Departments with safety supervision responsibilities such as emergency management, housing and urban-rural development, transportation, fire control, market supervision, maritime affairs, and public security in the district have established and improved the hierarchical control mechanism for major hazard sources, and implemented online monitoring and accident early warning for major hazard sources. Conduct major risk assessments for key enterprises, key areas and Tongguan Industrial Park, and incorporate key areas and critical parts into the monitoring system.
(3) Regarding the emergency rescue system. Wangcheng District has taken the lead in establishing a smart emergency command center. Based on the production and living conditions as well as the risk characteristics of natural disasters in Wangcheng, the overall and special emergency response plans were systematically compiled and promulgated and implemented. Participated in and hosted the "Hunan Province 2020 Flood Control and Rescue Emergency Drill" with the theme of "People First, Life First". The District Emergency Management Bureau signed a cooperation agreement with the District People's Armed Forces Department, adopting a model of shared use and storage of personnel and equipment. They can dispatch 30 people at any time to participate in various emergency rescue tasks. More than 40 types of emergency equipment and devices such as unmanned aerial vehicles and emergency power supply vehicles were purchased. Micro fire stations have been completed in 38 communities and 156 key units across the district. The construction of the Tongguan Special Service Fire Station has been initiated. In June 2020, the Changsha Hazardous Chemicals Emergency Rescue Base and the Tongguan Park Special Service Fire Station were jointly built to enhance emergency response capabilities. Emergency knowledge popularization and emergency drills have been carried out in key areas and industries. More than 100 emergency rescue drills have been organized for enterprises engaged in hazardous chemicals, non-coal mines, fireworks and firecrackers, etc., among which 100% of the hazardous chemicals enterprises have conducted emergency rescue drills.
(4) In terms of the basic guarantee system for work safety. We have strengthened the construction of the grassroots safety supervision team and carried out the standardization creation work of safety supervision stations (offices) in towns (sub-districts). In 2019, Wangcheng District was awarded the title of "Advanced Unit in Safety Production Work" at the provincial level. In 2017, Baishazhou and Qiaokou were recognized as provincial-level safety production demonstration sub-districts and towns. We have increased investment in science and technology guidance funds, promoted technological transformation in work safety, built an information-based supervision platform, and made full use of big data and information systems to manage safety.
(5) In terms of law-based public security. We have strengthened the legal awareness and thinking of the whole society regarding work safety, adhered to law-based administration, improved the law enforcement mechanism, and lawfully cracked down on and banned illegal and unlawful production, operation and construction activities. We have maintained a high-pressure stance against illegal and non-compliant activities in key industries and fields such as hazardous chemicals, construction, road traffic, and water traffic. We have deepened a series of special rectification actions, including the in-depth rectification of stubborn and chronic problems in road traffic and key sections of road markets, effectively preventing safety accidents.
(6) In terms of safety culture education and promotion. Carry out publicity and education on work safety and promote the construction of safety culture. Through carrying out publicity and education activities such as the "Work Safety Month" and the "Five Enters" of safety knowledge, we have effectively enhanced the safety awareness of the general public and created a strong atmosphere for safe development. Comprehensively carry out safety education and training to effectively enhance the safety production awareness and safety supervision capabilities of leading cadres in the Party and government, law enforcement officers in the system, and the main responsible persons and safety management personnel of enterprises.
(7) Safety supervision in key industries and fields. All coal mining enterprises in the entire district have been closed down and withdrawn. There is only one non-coal mining enterprise left. All fireworks and firecrackers manufacturing enterprises have closed down and withdrawn, leaving only one comprehensive wholesale point. As the core construction unit of the "Two Parks, One Market and Seven Bases" project for hazardous chemicals that Changsha City is promoting, all hazardous chemicals production enterprises have settled in Wangcheng, with the majority located in the Tongguan area. The industrial and trade sectors have continuously carried out special rectification work on major risks such as confined space operations and dust explosion risks. The construction industry has carried out special rectification of major hazard sources such as major hazard projects, assessment of safety production standardization, and creation of demonstration and observation sites. Carry out in-depth special rectification of road traffic safety, with a focus on investigating and punishing traffic violations. The fire department has carried out in-depth activities of thorough inspection, law enforcement, publicity, warning and training. Special equipment has carried out in-depth special rectification work on key equipment, deepened mechanism reform and innovation, effectively ensuring the safe operation of special equipment throughout the region. A water emergency command and rescue center has been established, relying on information technology to implement remote dynamic monitoring and command and dispatch.

Part Two: Challenges and Opportunities Faced It mainly expounds the challenges and opportunities that Wangcheng District, as an important district-level unit of Changsha, the capital city of Hunan Province, faces in its emergency management work in the new development stage.
(1) Challenges Faced. Wangcheng District, as an important district-level unit of Changsha, the capital city of Hunan Province, is under great pressure for industrial adjustment and upgrading. It has a dense population, a weak foundation in emergency management and work safety, and a severe situation in the prevention and control of natural disasters. It is facing many challenges: First, the rapid economic growth has brought huge pressure to safety supervision work. Second, the emergency response system and capacity building are facing huge talent pressure. Thirdly, the informatization level of emergency management needs to be improved. Fourth, the ability of the general public to identify and prevent accident risks is generally low.
(2) Opportunities Faced. First, the Central Committee of the Communist Party of China and The State Council attach great importance to emergency management work and have provided strong policy support for it. Second, the district committee and the district government, as well as all levels of Party committees and governments, attach great importance to emergency management work, providing a strong organizational guarantee. Third, the capacity for social governance has been continuously enhanced. The pace of improvement in social civility, safety demands and the concept of the rule of law, as well as the high attention paid by the whole society to safety, have provided tremendous impetus for promoting emergency management work. Fourth, the rapid development of society has promoted the improvement of economic quality and efficiency, the optimization and upgrading of industrial structure, and the rapid development of scientific and technological innovation, laying a solid material foundation for emergency management. Fifth, since the establishment of the District Emergency Management Bureau, it has actively adapted to the new system and new requirements, and with innovative ideas, reform methods and effective measures, has strived to solve problems, opening up a favorable situation for emergency management work in the new era.
Part Three, General Idea It mainly expounds the guiding ideology, basic principles and development goals for the development of the emergency response system during the 14th Five-Year Plan period. Among them:
We must resolutely hold the bottom line of not allowing systemic or regional risks to occur, actively promote the modernization of the emergency management system and capacity, and create a safe and stable environment for the full realization of the "Three Highs and Four New" strategy and the construction of a modern new Wangcheng.
During the drafting process of the 14th Five-Year Plan, the following principles were emphasized: The first is the principle of legality. The second is the systematic principle. The third is the principle of synergy. The fourth is the principle of forward-looking.
The development goals are divided into two parts: the overall goals and the classified goals. The overall goal is to basically establish an emergency management system featuring "unified command, specialized and regular capabilities, sensitive response, and top-down coordination" by 2025. The working pattern of "major safety, major emergency response and major disaster reduction" has basically taken shape, and the proportion of professional talents in emergency management institutions exceeds 40%. The informatization coverage rate of the main business has reached 90%. The professional honor sense of emergency management cadres and rescue personnel has been significantly enhanced, and the ability to prevent and defuse major risks has been notably improved. One key issue that needs to be clarified here is that the determination of the core indicators for the "14th Five-Year Plan" in the overall goal has been revised multiple times. In accordance with the requirements of the "Letter on Doing a Good Job in the Connection of Core Indicators of the '14th Five-Year Plan' for the Construction of the Emergency Management System in Hunan Province" issued by the Hunan Provincial Emergency Management Department, eight core indicators have been set. The eight core indicators include: the number of deaths from production safety accidents The number of major and extremely serious accidents, the mortality rate of production safety accidents per 100 million yuan of regional GDP, the mortality rate of production safety accidents per 100,000 people employed in industry, mining and commerce, the proportion of major and above accidents (%), the average annual mortality rate per million people due to natural disasters, the average annual number of affected people per 100,000, and the average annual direct economic loss due to natural disasters as a proportion of the city's GDP.

The classification goals are set from three aspects: work safety, disaster prevention, mitigation and relief, and emergency rescue. In terms of work safety: By 2025, the number of deaths from production safety accidents will decrease by 15%, the mortality rate per billion yuan of GDP will drop by 33%, the number of major accidents will decrease by 15%, and there will be no major or extremely serious accidents. In terms of disaster prevention, mitigation and relief: By 2025, the timely reporting rate of disaster and accident information will reach 100%, the public coverage rate of disaster and accident information release will reach 100%, and the effective assistance time for the basic living of affected people after a disaster or accident will be within 10 hours. In terms of emergency rescue: By 2025, 100% of high-risk industry enterprises will be equipped with emergency rescue team members (including full-time, part-time or outsourced). Integrate the forces of social rescue organizations into the entire emergency rescue command system and support and promote the development of social emergency rescue forces.
Part Four, Main Tasks Based on the concept of "1+3", the main tasks in emergency management during the "14th Five-Year Plan" period have been proposed. Among them, "1" refers to the comprehensive promotion of the modernization of the emergency management system and capacity, and "3" is to extract the main tasks and clarify the goals from the three aspects of work safety, disaster prevention, mitigation and relief, and emergency rescue.
(1) Comprehensively promote the modernization of the emergency management system and capacity
We will promote the modernization of the emergency management system and capacity from several aspects, including rationalizing the emergency management system and mechanism, strengthening technological support, enhancing team building, improving the national safety education system and creating a smart emergency response system.
(2) Firmly hold the basic position of preventing and controlling work safety accidents
We will carry out the three-year special campaign for work safety in depth, closely monitor key industries and fields, and eliminate unsafe and backward production capacity. Establish a dual prevention mechanism for safety risk classification control and hidden danger investigation and management at both the government and enterprise levels to prevent and defuse major safety risks. We will continue to do a good job in the "one body, two wings" work and strictly implement the two main responsibilities.
(3) Comprehensively strengthen the comprehensive defense line for disaster prevention, mitigation and relief
First, improve the responsibility system for disaster prevention, mitigation and relief, and clarify the main responsibilities for disaster prevention, mitigation and relief. Second, we should strengthen the capacity building of the disaster prevention and preparedness system and comprehensively improve the level of disaster prevention and treatment. Third, enhance coordination, cooperation and interaction among departments to improve the government's comprehensive emergency response and practical capabilities. Fourth, establish and improve information release channels that reach villages and households, and enhance the capacity for early warning and forecasting of disasters and dangerous situations as well as emergency response. (4) Vigorously enhance the capacity and level of emergency rescue
First, make good emergency response plans and strengthen emergency drills. The second is to identify emergency supplies and improve the distribution system. Third, strengthen team building and enhance combat capabilities.
Part Five, Key Construction Projects Plan, sort out and connect on the basis of the collected basic data. The construction project of the comprehensive emergency management information platform in Wangcheng District aims to build a comprehensive emergency management application platform with business functions such as basic information, safety supervision, administrative approval, administrative law enforcement, emergency rescue, and risk control, and to deeply explore the application value of information technology in the field of emergency management. The layout of the hazardous materials production, storage, transportation and sales network in Wangcheng District integrates the adjustment and optimization of the special layout plan for hazardous chemicals in the "Three-Year Special Campaign for Hazardous Chemicals Safety", and builds a "one market, two bases and multiple dedicated lines" layout plan for the hazardous materials production, storage, transportation and operation network. This can make the management of hazardous materials more standardized and safety more guaranteed, and fundamentally improve the safety of hazardous materials in Wangcheng District Risk prevention and control capabilities to reduce security risks. The project of Changsha Emergency Rescue Base originated from the preliminary plan for base construction submitted to the municipal government in October 2019. The Changsha Emergency Rescue Base will be built together with the Hunan Hazardous Chemicals Emergency Rescue Base, mainly focusing on the rescue of hazardous chemicals accidents within Hunan Province, while also taking into account the rescue of other production safety accidents and natural disaster emergency rescue in our district. The source of the emergency shelter construction project lies in the contradiction between the expansion of the population and development scale in Wangcheng District and the various problems existing in the current emergency shelters.
Part VI, Safeguard Measures First, strengthen organizational leadership; second, ensure financial input; third, conduct regular supervision and assessment. The safeguard measures in the plan can ensure the implementation of the established plan.
