Senior Engineer Cheng Aibao from Hunan Vocational College of Safety Technology Delivers Lecture at Our Institute

At 2 p.m. on October 19, 2023, a special lecture on "Preventing and Defusing Major Safety Risks and Fully Ensuring Urban Operation" was successfully held in Conference Hall 401 of the School of Public Administration. This lecture invited Cheng Aibao, a senior engineer from Hunan Vocational College of Safety Technology, as the keynote speaker, and was widely participated by teachers and students of our college.
Cheng Aibao began his lecture by introducing several cases, including the "11.22 Sinopec Donghuang Oil Pipeline Leakage and Explosion Accident", the "Landslide accident at the Hong 'ao Construction Waste Receiving Site in Guangming New District, Shenzhen City", the "7·20" extreme rainstorm disaster in Zhengzhou, Henan Province, and the "Collapse of Self-built Houses in Jinping Community, Jinshanqiao Sub-district, Wangcheng District, Changsha City". Starting from four aspects: the main contents of urban operation safety risk control and management, the difficulties in urban operation safety risk assessment, urban operation safety risk classification technology, and the application of urban operation safety risk assessment results, this paper introduces the definition and difficulties of urban operation safety risk control and management, and shares the scheme design and application of urban operation safety risk prevention and control in practice.
During the lecture, Cheng Aibao elaborated in detail on nine problems existing in the practical application of urban operation safety risk control, namely: The subjects of risk control and management are not clear (the government, departments, and enterprises each have their own focuses), basic data is not shared, the boundaries of risk identification objects are not clear, identification is insufficient, the selection of risk assessment methods is inappropriate, the assessment results of different assessment objects are independent of each other without organic synthesis, and control measures are not determined based on the assessment results. There is a lack of "dual control" thinking, the results of risk assessment have not been fully utilized, and dynamic risk management and control have not been considered. He said that preventing and defusing major safety risks and fully ensuring the operation of the city require the joint efforts of the whole society. He hopes that through this lecture, it can trigger in-depth thinking among the scholars and students present on urban emergency management.
During the question-and-answer session at the end of the lecture, the students actively interacted and exchanged views with Professor Liang on how to utilize the internal mechanisms to solve the problem of difficult data collection in actual research and the actual operation of emergency management. The on-site response was very enthusiastic.
